Holiday Island Suburban Improvement District #1 (HISID) is a public corporation organized July 2, 1970 under the Arkansas Suburban Improvement District Law to provide Holiday Island with a public road system, water works, sewer system, fire protection facilities, and recreational amenities. A five member Board of Commissioners elected for three-year terms by the property owners governs the community. A District Manager administrates the operations of the District and reports directly to the Board.
HISID boasts a very strong financial position with no debt. Approximately one-half of the District's revenues are from annual assessments paid by each property owner. It is the District's responsibility to maintain the roads, operate the water and sewer systems, and operate the amenities. The Developer, Tom Dees, was formerly the General Manager for MCO Holdings, the Developer for ten years prior to Mr. Dees' acquisition of the undeveloped property in 1990. The Developer's role is to plat and sell lots, and build the infrastructure of the community. Since 1970, the Developer has turned over the "developed properties" to the District debt free.
